MEMORANDUM OF UNDERSTANDING BETWEEN THE BOLIVARIAN REPUBLIC OF VENEZUELA’S MINISTRY OF POPULAR POWER FOR COMMUNICATIONS AND INFORMATION AND THE MINISTRY FOR TELECOMMUNICATIONS, SCIENCE, TECHNOLOGY AND INDUSTRY OF SAINT VINCENT AND THE GRENADINES
Memorandum between the Bolivarian Republic of Venezuela’s Ministry of Popular Power for Communications and Information, and the Ministry for Telecommunications, Science, Technology and Industry of Saint Vincent and the Grenadines, henceforth “the parties”;
Recalling the excellent relations existing between the peoples and the governments of both countries;
Committed to reinforce and consolidate their relations for the mutual benefit of their peoples, and with the objective of strengthening their relations of cooperation on matters relating to information;
Determined to promote integral cooperation that is mutually beneficial to both countries;
The parties agree:
Article I
The parties will exchange their experience for the training and development of personnel, in the areas of broadcasting, television and information services, with particular attention to developing alternative and communitarian media.
Article II
The parties will promote actions that may facilitate the exchange of training between the personnel of both countries, journalists and specialists in the areas of languages, radio and television production, and alternative and communitarian media.
Article III
The time scales, forms, terms and other details pertaining to the exchange involved in the present Memorandum of Understanding, as well as any other project that may arise from its implementation, will be established by specific agreements that will need to be subscribed by both parties on the basis of the present document; The parties may create a multi-disciplinary commission or team, formed by representatives of both parties, with the objective of examining the needs of the parties in areas related to those covered by the Present Memorandum, and in order to collaborate with the implementation of actions needed to materialize the objectives of the present document.
Article IV
Each party will bear the travel and accommodation expenses arising from the relocation of professionals, unless otherwise agreed.
Article V
The present Memorandum of Understanding has been conceived upon the principles of equality and reciprocity in the rights and duties of both parties. The parties are under no financial obligation.
Article VI
Any amendment or addendum made to the present Memorandum of Understanding will be made in writing and following the formalities required by the enactment of this document.
Article VII
Any query or disagreement that may arise from the interpretation and/or implementation of the present Memorandum of Understanding will be amicably resolved by the direct negotiation of both parties.
Article VIII
The present Memorandum of Understanding will come into effect once it is signed by both parties, and will have a duration of two (2) years, being automatically renewed for successive and equal periods of time, unless otherwise specified by either of the parties. In the event of non-renewal, the interested party shall notify their intentions in writing, al least ninety (90) days prior to the expiry date of the original period, or the expiry date of any extensions.
Any of the parties may abrogate the present Memorandum at any time. To this effect, the interested party shall inform of their decision in writing. The abrogation will come into effect ninety (90) days following the notification.
Subscribed in the city of Campden Park, Saint Vincent and the Grenadines, on 17th February 2007, in two copies of equal content, in Spanish and English.
