COOPERATION AGREEMENTS BOLIVIA-VENEZUELA

During the first official activity of Evo Morales as President, the Governments of La Paz and Caracas signed eight agreements of bilateral cooperation.

CARACAS’ AGREEMENT OF ENERGETIC COOPERATION
The Bolivarian Republic of Venezuela will supply crude, refined products and Liquefied Petroleum Gas (LPG) to the Republic of Bolivia, to an amount of two hundred thousand (200,000) barrels per month, or its energetic equivalents. The supply may be evaluated and adjusted according to the turnover made by the Republic of Bolivia, the Bolivarian Republic of Venezuela’s availability, the decisions adopted by the OPEC (Organization of Countries Exporters of Oil), and any other circumstance that may force the Bolivarian Republic of Venezuela to alter the assigned quota, as specified in this Agreement.
AGREEMENT FOR COOPERATION IN THE ENERGETIC SECTOR
With the objective of initiating a wide and sustained process of integration and cooperation in the energetic sector between Bolivia and Venezuela, in order to develop and promote the oil, gas, electricity and petrochemical industries, and to consolidate the initiatives developed at regional level such as Petroamerica and Petrosur, into examples of coordination of energy policies. The Agreement includes the sale of 2,000 financed diesel barrels per day.
AGREEMENT FOR COOPERATION IN AGRICULTURAL MATTERS AND RURAL DEVELOPMENT
It establishes the institutional framework to facilitate the development of technical and scientific cooperation between the parties, via the joint formulation and implementation of agricultural, forestry and rural development programs and/or projects. The agreement includes the creation of programs for land titling, promotion of irrigation systems, protection and conservation of the Amazon Basin and any other matter of common interest, always in accordance with the priorities established by the strategic and political plans of socio-economic development of both parties. The agreement decrees the sale of 200,000 tons of soja and 20,000 tons of chicken meat yearly, to be bought by Venezuela.
AGREEMENT FOR COOPERATION IN HIGHER EDUCATION
Includes plans to fight illiteracy and establishes forms of cooperation and exchange in educational and sports matters, in accordance with both countries’ legal regulations. These include:
1- Exchange of information about educational systems
2- Support to Bolivia’s decision to put an end to illiteracy and its consequences, within thirty (30) months, taking advantage of the experience offered by the Venezuelan Government through the missions Robinson and Ribas, and all other educational programs and projects that have already been implemented, like Simoncito, Bolivarian Schools, Bolivarian Colleges and Robinsonian Technical Schools
3- Organization of courses and workshops and the planification of joint seminars and exhibitions on educational matters, sponsored by both parties
4- Establishment of a network of communication via the Internet, between the Ministries of Education of both countries, to promote the exchange of information in educational matters with regards to teaching, educational systems, scholarships and student exchanges.
CONTRACT FOR SOCIAL DEVELOPMENT
AGREEMENT FOR COOPERATION IN SPORTS AND EDUCATIONAL AREAS
The Government of the Bolivarian Republic of Venezuela and the Government of Bolivia will organize activities of cooperation in areas of physical education, high performance sports, community sports, medicine and other sciences applied to sports, identification of talent, training and refresher courses for sports coaches and sports bibliographies. These activities will always take place in conformity with the relevant legal regulations of both countries.
CONTRACT FOR TECHNICAL COOPERATION IN HEALTH AND MEDICINE
Establishes the training of Bolivian personnel in the Bolivarian Republic of Venezuela, via the award of five thousand (5,000) scholarships offered to the Republic of Bolivia by the Bolivarian Republic of Venezuela, through the following programs:
1- Intensive courses in the following areas: Health Management, Public Health Policy and Control of endemic and immuno-transfered diseases
2- Scholarships to cover postgraduate courses in the following areas: Public Health, Integral Epidemiology, Health in the Workplace and Integral General Medicine
3- Consultancy programs in the following areas: Health policy and Information Systems, Management of Health Services, Control of Chronic and Transmissible diseases and Occupational Health
4- Support to define joint strategies to control endemic diseases
5- Supply of medicines to control diseases like malaria, TB and diarrhea
6- Definition of joint strategies to control preventable diseases, strengthening the basic immunisation schemes, supplying biological products, strengthening the cooling chain to control diseases like yellow fever and rabies, among others
7- Development of research programs in the area of health, that may bring benefits to both parties
8- Identification, formulation, application and evaluation of social programs and projects in health matters, especially in areas like management, administration and medical attention
9- Exchange of information, documentation and consultancy in the various aspects that affect health sciences
10- Exchange of significative and successful experiences in healthcare and programs that facilitate equality in the access to medicines and technology
DECLARATION OF LA PAZ
The President of Venezuela, Hugo Chavez, and the President of Bolivia, Evo Morales, signed the Declaration of La Paz, in which they expressed their intention to honour the struggles of South America’s Liberators and social heroes.
